C3A promotion case pending with HR since 360 days. Need Help

My manager has initiated for promotion on Ultimatix in May 2024 which is approved by Reviewer in July 2024. Since then it is pending in HR queue. There is no visibility why it’s pending since so long. My last promotion to C2 was done in May 2021. No clue what’s happening. Can anyone guide what can be done to get it sorted out?

Why do you want to decrease your salary

This is not only about salary. I’ve lost opportunity of getting H1B as it was applicable for C3A and above grades, getting per diem for on-site visits as per C2 grade.
