Is it possible for the them to delay the release or deny the relieving letter if we are not completing the BTO for 12 days during the final month of the notice period?

No they cannot delay the release or deny relieving letter and you are serving notice so ideally you don’t fall under non compliance and top of this if you are billable resource then you don’t need to worry of anything.
