Billing is less than no of working days in July & being asked 2 take leave

Hi i have Less number of hours billable and for july 3/4 days i do not have any billing hours. My TCS counterpart is asking to apply leave and onaite coordinator is from another vendor. Cant directly inform onsite coordinator.

What should i do?
