This morning, I engaged in a conversation with my superior regarding my lack of promotion. To my surprise, they informed me that the promotion quota for employees transitioning from level 11 to level 10 is only 2% 😱 in this cycle.

Another cover-up from them is that, for your level, the actual increase is 7%, which is the highest. However, we have provided an additional 1.5% from our end 😂🤣🤣.
