Big 4 vs IT company

Hi...I've total 4.5+ yoe as data analyst and I have offer from big 4 for data analyst (Power BI + Excel only) with Government client, which has not IT environment. Offer 10 lpa ctc including performance bonus.

VS

Offered 12 lpa fixed from US based client for PowerBI developer and SQL role and with IT environment.

Can you suggest me which I should select One of BIG 4 or IT company.
