Better hiring process

I've been thinking about the hiring process of tech people. HRs who have no idea about technology are judging resumes, interviewers asking generic DSA problems, shortlisting on basis of github profile which are so easy to fake. I think it's better if resumes are shortlisted by tech people instead of HRs, a technical assignment seems better than DSA, but these have their own flaws. What do you think is a better hiring method for tech people ? Something that improves things for both candidates and the employer
