I am planning to quit without a offer too. My logic is, I am not getting any offers with 3 month notice period, and staying in same job that pays barely enough to feed myself is not a safer option anymore with 3+ year experience

Just ensure you are skilled enough to do brush up in the first month of notice period to crack an interview from the second month.
Also if possible see if you have 6 months of runway.
