251-225 is 26 days which is exact 21 annual leaves and 5 sick leaves
That means there is no room for a single day as non billable. Not even for extra leave. Hospitalization will be a crime

Consider your leave taken during unbillable time ...now read with that perspective

Not sure what you are tying to say, but all your leave numbers are incorrect. El/sl/CL are 16/10/7 respectively.
Leaves are also not counted towards un allocation, as in lwp also.
By your logic, anyone who take maternity leave will be chucked out.
