Basic pay is Less

As per the government policy, a person’s basic pay should not be less then 50% of their CTC. But why are most of the companies are not following it (including TCS)? Are there any exceptions given to them?

Over years TCS has given increments largely in variable pay while basic pay revision is at snails pace even with promotions. That was a strategic choice and now they are taking advantage of it and doling out 25% of QVA so that they can pay dividends to shareholders aka Tata Sons. Government on the other hand is simply not bothered about the salaries and concerns of private employees as we have 0 voice and 0 representation and we continue to vote for them. Why was the law of 50% basic wasn't implemented for private employees? Why do we have no Dearness Allowance (DA) component despite sharp real inflation? Who will ask these questions to the government and how will the government respond? Or will we continue to be exploited by vampires. Forums like gv allow people to vent on these issues so that they can cool off and resume their lives of misery. That's all.

It is still not implemented in private sector

Any idea, what could be the possible reason(s) of delay?
I’ve been hearing the same news for over a year now, but no implementation in private sector.

Bhaisahab jab employee ko paisa dena ka koi scheme ya policy aye tab implement nehi hoga Wu geya tel lene.

But but jab employee Paisa kat na hoga policy released hone sai pahle salary sai kat jayega.

Example hike diya nehi but D band walo ki 12 sai lai k 25% tak salry package ghata ka compensation letter pakrda diya.
