You can go to the vicinity of it and look at it from a boat, but you're not allowed to step on it. It's too rocky for boats to come on shore. Also private boats or charters will cost you a bomb. No permissions from authorities will let you step on it, unless you are a scientific researcher carrying a ministerial approval
