All those smart engineers employed in the city, and they still couldn't figure out water. What a pity.

Everything works if there's enough public will buddy. There are 2-3 lakes in blr that were actually saved and conserved by citizen groups who took up the responsibility. Doesn't take too many engineers to solve simple problems, it requires manpower and dedication from civilians and residents to make it happen.
