I wouldn't want to settle in a city which has unbreathable air for 4 months of the year, unbearable heat for another 4 months. Not to mention the safety issues, road rage and other cultural problems.
Bangalore any day if these are the only 2 options.

If you are native of Delhi and have your home there, Delhi is better. Decent work oppertunities there and close to Gurgaon which is a growing hub of companies now (although, it can't be compared to Bangalore for now) and you can save a lot without paying rent and other expenses. Else, Bangalore.

Love Gurgaon. Good infra ( with some issue during rains), good places to eat. Reaching airport is not a nightmare. And believe it or not - people actually take out vehicles just for the fun of driving (Bangalore folks won't be able to relate to it.) But being honest, it is unbreathable for a significant part of the year. Road rage and crime are a reality.
Bangalore - weather. Good people in general. No matter what people say, locals are really nice. There is public transport. I take a bus to work inspite of having a car. Learn kannada and your experience will improve multifold.
If you put a gun to the head, I would choose Bengaluru just for health reasons. But you will be miserable still because of traffic and planning issues. Choose the lesser evil.
