Bands are based on Rating?

As we know bands are based on rating but it’s not true.

My ex manager is now my friend. He tell the reality behind this.

Bands are not only based on rating.

Bands comes with count. ie If team size is 10. 2A 7B 1C

And distributed by manager as per work done by employees and bonding with him.

In my first Team :4.8rating got band B In second team : 4.4 Rating Band A In third team: 4.4 Rating Band C.
