Read about how addresses are assigned in Voter ID. In cases of illegal settlements and rural settlements where proper addresses are not assigned like in urban societies and apartments, ECI generally assigns '0' or people from nearby houses to one address.

Sure, it is not ideal but does the OP wants those voters to be removed from voter list, all because they don't have a registered address?
