At what point should one update their projects on the resume?
Adding onto the above question, when is a project considered to be too old to be relevant?

Projects should be tailored according to the role/org being applied to.
For example: A react based TODO list will not be relevant if you're applying to a backend role, an older python web scraper would be.

My question is not about relevance of the project. In your context, how long can one go with just that web scraper project for applying backend roles before they start getting rejected on the basis of "this project is too old"

Why would you get rejected for a project being too old. Just put that after the newer ones? Or remove dates if you've no newer ones haha.
If you're ancient, probably best to remove that FORTAN project :p
