Background for this disparity needs to be understood. The north has fought significant battles for the last 1000 years. A major war/battle/riots has been fought almost once in every 50 years. South has been relatively peaceful compared to them. Today if south boasts better GDP/growth prospects, because North took the the brunt of fighting. If the northees had let thru the enemies without a fight, south would have been plundered.

Check per capita GDP in 1947 of states and check growth rate. It has been stupid caste based politics, voting blocks, very shitty policies which were executed even badly in North. For South, they gave emphasis on food security, primary education, basic village Healthcare and infra, women health, population control. So they are beginning to bear the fruits of it now. South had MSP and insurance since a long time.
