Trending @Cognizant; Associate to Sen. Associate promotion is possible with a "3" rating?

I have joined CTS in 2022 as an Associate and I have received a "3" rating for the last 2 years continuously. I am not sure with the promotion policies here but, Do senior management consider promotions of associates? It's all very uncertain here!
