Trending @Cognizant; Associate promotion!?

I recently got into an internal project on Feb 1 as no billability my utilization has come to 23% but during my previous project I had 91% .next month I will complete my 30 months period. in between I was on the bench for nearly 15 days ? Please let me know if the utilization affects my promotion.?
