Asking for PAN Card details before even an interview?

Got a call from an HR of an edtech firm and they asked for PAN Card number on the first call itself. Said it was company policy as otherwise people apply from multiple IDs.

Is it normal to ask PAN/Aadhar number without so much as a first round of interview as well?
