yes its closed, now it will be consolidated at ATCI level, but rarely anything changes at that level.
You can ask your manager if your name is still in the list.

Others are just talking about talent lead discussion

Not yet, Only Talent Lead Discussion is done. There are more levels - Group Lead Discussion and then HR will decide. Then promotion slots and hike budget will come.
