Are Big4s in India becoming top heavy leading to career stagnation for people

How many people in Big4 in audit, tax and advisory (risk, valuation etc) in Tier 1 cities feel that at mid management level (manager and senior manager level) it has become top heavy and there is less chances of growth and people are stagnating in their career?
