I joined last year in Feb as Tech. Specialist(E2), when i can expect the appraisal letter to be released? and how much % can be expect on good performance at 13.5LPA.

Technical specialist is E3 not E2, not sure in your case. You should have already got appraisal and variable for this year. There will be no hike, you might get it in 26 if you are lucky.
