The hierarchy of jobs (at least what is supposed to be followed) is:

1. IJP for Internal Job Posting
2. If (1) doesn’t yield result, external job posting.

When jobs are posted externally, they can mean two things:

1. This is for a project where the skill requirement isn’t matched by internal talent
2. This is for a planned resource allocation when they’re hiring for the bench under the assumption that they’ll get a project for that skill set.

You can still apply to the external job, but your chances of conversion are much much greater if you find a similar job on the internal job portal and apply for that.
