Apr 12 - L1 round Apr 13 - L2 round Apr 14 - Docs submission to HR Ghosted by HR for 6 weeks May 30 - L3 client round Jun 06 - Docs submission to HR (2nd time) Jun 14 - offer letter not released yet.
The hiring manager says, still Client SHI rate approval is pending. Should I wait for CGI offer or just continue with offer in hand.??

Based on my experience with CGI hiring, I would suggest you to check with your project manager regarding this. I believe that in either L1/L2 you have met him/her. They usually are the final person to negotiate and expedite the process of rolling out offer letter.
Keep following up and see if they provides before your lwd... Keep trying for others also... Let June 30 come then think..
Keep on mailing the HR daily. Let's be hopeful that Dey release the OL soon.
