Anyone know about how much does persistent offers usually

One of my friend got offer they provide very less (< 40) compare to that market rates he is already under pay in his current company and he asked a fair decent amount but they ask him to accept n hop for a offer and get back to them. Does persistent do that or it’s for his special case.
