Does project manager has control over hike percentage ?

There is technically no hike. There are exceptions though. Apparently June is the main cycle and base pay hikes will happen only then. Promotions will happen but very minimal and promotees will get a hike. There are some exceptions folks in certain technologies will get hikes based on their current pay compared to the market. Promotions are specific to the DU you belong too and the quota they have been given for a particular level.

I work in SAP ATTP and have a total of 4 years of experience, including 2 years at Accenture. My current fixed pay is ₹9.63 LPA, and I’m at Analyst level 11.
Yesterday, my manager (overall project manager) confirmed my promotion and even congratulated me. He had also confirmed it last month and mentioned the same during the last cycle, saying that I would be promoted in this one. At that time, he told me I would receive around a 27% hike.
However, when I asked him again about the hike percentage, he said the hike percentage hasn’t been revealed yet and that the overall situation is quite tough due to the current market conditions and layoffs across Accenture.
In the June 2025 cycle, I received a 7% hike, and at that time, my manager mentioned it was the highest hike at my level. He even suggested checking with others, and most of them had received only 3–5%.
So, I just wanted to understand how much hike I can realistically expect this time and how this promotion cycle usually works, since we haven’t had any 1:1 discussions or timeline details so far.
