Any idea what I can do?

I have been given a 3.33 IPF rating and my manager refused my release from the project request! Also, he loaded me with several responsibilities and tasks post my release request talk with HR. With this rating I don't think I will be eligible for wings as well😔

Update: since bands were released and I was given 3.33 IPF I have been awarded band B and hence I can now say with my personal experience that bands and ratings are not related or dependent. Some of my teammates got a 4+ rating and got a C band.
