Any idea on companies blocklist policy

If someone accepted the offer but don't join there and later got better offer. So definitely the earlier offer will be revoked, and company will blocklist the condidate. But later few years condidate wants to apply there, will they consider that condidate application or how long company keep these kind of condidate were blocklisted or they will never consider that person since they didn't join after the offer acceptance Please share if anyone had any experience on kind of situation ?
