Any dot net resource in bench here? Are you guys getting calls from projects?

One of my friend, he is into .NET has 16 yrs of experience and in tcs 10 yrs . He got selected for one banking client, but RMG head is not approving his allocation request it seems . So he is struggling to get allocated to any of the projects, since July 24th onwards he is in the bench .
