Annual Hike Query

I have found out that some guys in our ODC got annual hike , both from same project , also one girl from different project.

I don't know on what basis they are rolling out?

Ps:- It was not revised salary nor they were c1y to c1 Also checked with them they were not critical resource. No D band to A/B/C

Anyone has any idea regarding this?
