You will only get promoted when you move to sub level 1. Someone who joined in 10.3 takes 1 year by default to move to 10.2 and similarly to 10.1 from 10.2. post that you will be eligible to promotion. You won't get promoted directly if you are in level 10.2.

I don't think there's any sub level..also i believe the minimum criteria for LVL 9 is atleast 6 yrs... early promotion is possible but your People Lead and Manager should be inclined to push for the promotion. You can talk to your People Lead regarding the same as promotions involve alot of criterias.
