Am I below market standards?

Hello, I have 3.3 years of experience as a python developer. I got an offer of 15 CTC of which 13 is fixed and 2L will be paid bianually(as mentioned in the offer letter). Am I below market standards? Initially the offer HR told was 12+2 LPA. I asked for 13 to be fixed at least. Do I need to ask HR again to make some adjustments on offer? BTW, I don't have any other offer in hand for now. 1 interview is in the pipeline and I hope I'll clear it.
