Allocated to a project with any interview/discusion

I am a L2 support exp in networks and was in conversation with X project where my aspirations where matching they where offering L2 support role in network.

But the same day I got allocation to Y project without my concern / interview/discusion I discussed project team but they are saying talk with HR he will release you.

But HR is telling he don't have any athority to release associate only project team can but project team is again n. Again putting all things on HR he will only decide.

And they want to make me sign form for 6month contract forcing every day saying if you don't sign your timesheet will be blocked what do in this case kindly help me out urgently.
