Most of them had around 80% skill index. Some had 70, 65,55. The city is proper. Skills is proper.
Reasons are another person selected, does not have desired skills.
Looks like they have made up their mind to select onpy some persons.
It is difficult to get project in cognizant currently, you cannot rely only on tmp you need referrals and have to reach HMs personally to increase your chances of getting a project
This happens. Project search is a pain in the head in Cognizant.

As per my experience in bench
The jobs displayed in tmp are outdated or already resources identified projects don't solely depend on that
Reach HM of other projects and go in person and meet the tmp manager and request them to schedule interview
And skill up be good at fundamentals in key domains of your business line and crack the interview
