Other peers who worked much less than me got 4 or 5, those who got promoted in December got 4, why this partiality, every time there is injustice I raise my concerns, those who are always nice to management do nothing but get better ratings, is there a way to raise my concern with HR, or they are part of the game too and I'll be thrown out?

You can raise to HR but all you will face is just bureaucracy and no useful result and delays in promotion. Better to look outside for better opportunities.

Yes you can raise your issues with your HR and they will take it forward if you are not satisfied with your rating
