Accenture variable pay negotiation

Hi all, I got an offer of 14 lpa fixed and 2.94 variable pay of 0-21%, can I negotiate to make changes to my variable pay included in fixed so that I will get at least 16lpa as fixed?

if I have another offer in hand can it be done as per policy??
