I have not been promoted for last 3.5 years, and I am currently level 8. My manager comes up with some or the other bullshit excuse everytime during appraisals. I have been working some of his tasks as well but he literally takes a week to respond to a client email. Feels like he is just utilising me for his work and begging for some percentage of WBSE from my quota 😐 How come these type of guys survive in IT?

Promotions after CL 8 are tough in Accenture.. you have to be favourites of senior managers..make your visibility more.
