I am bit confused when you say basic pay is it fixed part of CTC? Or basic pay is when we don't consider HRA, DA, Special Allowances components into it??

I don't know about IT but in BFSI we negotiate on the fixed component as variables vary between organizations.If you are referring to fixed payment as basic pay
