I got hike 11.23% in dec then in march i got promoted to level 11 with 24.23% hike, can i expect in dec cycle any hike?

Yes, I got hike of 14 % after 1 year and after I cleared techleap , I got promoted to L11 with 22% hike (6 months time) , so now in December I won't be getting any hike as I got it already.

See you start at 3.8 and irrespective to tech leap or anything you will get promoted in 2 years after getting to level 11 your in hand base pay will be 5.25 thats a jump of 38% do the maths

I don’t think so, I’m here since 2.5 years total hike I got is 5%. Hence I quit as well
