About HR forcing to join project

I am facing issue on allocation where my skills and career aspiration's are not aligned with my skill set neither i get a chance to choice a project according my aspirations and go to bench. In directly threaten my saying that disciplinary action will taken.

Entire allocation and evaluation process was done without my consent. If anyone know about HR policy about it or what could be worst if not join the project.
