For SA need 30+ months in cts ,need to lead team already ,need full manager support if meets all it is possible ,when I was promoted 40+ months in cts

Yes. As per policy, you are eligible. But it depends on the project manager and the promotion slots available for the account.
Keep reminding your manager about your intent to get promotion. They might give better insight.
