82% of women feel safe, the catch is 'during day time". Of course they will fell safe during day time. If a person trips and falls in mumbai he/she would fall on three people before hitting the ground, That slum city is that crowded. Night time is when safety perception matters the most. That's when roads a less crowded, decent people are mostly inside the houses and questionable characters roam around. They have managed to hide that fact inside the report that only 48% of the women feel safe.

This is equivalent of saying driving is very safe during traffic jams.
