So I'll be on leave in April for 8 working days + 1 public holiday = 10 days In this case, can I attend office for 8-9 days?

There is no official mail for this.
But it expected to be in office for 60% of working days in a month.
Assuming a month is 30 day, you have some 21 working days. You got 12 days a month. This is a plain calculation behind 12 days a month point.
Now, suppose you take leave then your working days are reduced. Example: you got 21 working days. And with 8 leaves, you got 21 - 8 = 13. And 60% of 13 is some 7.8 (make 8 as round figure).
So, better go 9 days and i did not count public holiday as it is not working day.
