5YOE in TCS

If there is any HR here who can answer, as why i have to listen to manager not giving release after eorking on same project for 5years? Why can’t i get a straight answer of either yes or no! Its been a year since i put my release notice and still same response of waiting and waiting.

Where is the ethical code of TCS about release and if there is a genuinity then how can i be helped here from HR or BHR?
