3 days wfh means only 12 days per month. I.e only 54%. You should go atleast 19 days per month.

My understanding is, only 50-60% people were coming to office before this quarter. To enforce to rules strictly they came up with this no QVA policy to scare employees. If you are going 19/22 days to office there should not be any problem
