3 Years in TCS. How to get a transfer ?

My manager tells me that client is not interested if we work from office or remote. But TCS is asking to come to office. My QVA deducted 100% bcz I was not going to office. Now I have offer in hand from ACN. Is it a point to negotiate location by resigning. Or Is it my right to relocate to my will as per TCS policies.
